I had to look into this a few years ago and I was given a piece of research that indicated that patients on regular doses of opiates had quicker reaction times to the rest of us.  Have a look at this link which summarises some of the research done.

Hi,
My colleague is dealing with an employee who is taking a low dose of morphine
for a medical condition.She drives to & from work & to visit clients in their
homes.Her manager has expressed concern about her driving and possible legal
implications. The employee feels ok to drive & following an assessment by OH
there seems to be no reason why she shouldn't.
I have looked at DVLA site & do not feel any wiser.
I would be grateful for your expert advise on whether there are any reasons
(legal or other) on her driving.
