I'm trying to put together a research partnership to look at the question of how much will it cost us to implement the Convention (from the perspective of a developing country government asking the question). 

 

Naturally the process would need to look first at what the country is presently doing that already fulfils the Convention and would therefore be different from country to country. And it would also have to look at what strategies and mechanisms of achieving the Convention would be cost-effective. Quite a big undertaking, but I think it is an important contribution to the implementation of the Convention. Governments need to plan their budgets based on proper assessments of what things will cost, and what will be the best use of their money.

 

Do you know of anyone who has experience in working on these kinds of issues? I know that Dan Chisholm for example has done loads of cost analysis related to mental health in developing countries. I'm trying to track down people who have been involved in economic costings for other aspects of disability, and specifically the Convention broadly. The process you described of the Commonwealth government asking all government departments and State governments to estimate costs is an interesting one. I look forward to trying to understand more about that process.
