There were allegations IIRC (don't know if there was any actual record).

These were on an intelligence database. These allegations were not 
propagated when he moved down South.

When the media found this out, the hapless Northern police force, when 
challenged said something to the effect of:

"It was that Data Protection Act wot made me (not) do it, guv!"

At least that's my take from the various news reports.
