I would say this is really a risk assessment issue based on content (among other things).
 
To take extremes I would have no problem sending a job offer through normal post in most cases. A letter dismissing someone for accessing pornography I would never send in this way.
 
The problem as always is drawing the line and this ultimately has to be a judgement call.

Subject: [data-protection] Sending out HR letters

We are looking into a complaint involving a confidential/sensitive letter being sent out from our HR Department.  The issue we are looking into is whether confidential HR letters should be sent via the standard postal system or should we be using a more secure delivery process due to the risks of the letter going astray etc.

My view is that confidential HR letters should be sent securely such as courier, recorded or special delivery in line with principal 7. Do others have a view on this?
