This is in all probability NOT a UK number. I suspect that the call originates from (+1) area code 607. The number that is transmitted in CLI form does NOT include 0 or 00 in front. But it has a "natioanl/international" flag elsewhere in the protocol. So the receiving telco can prepend the appropriate code for the "+". E.g. I call the USA it SHOULD show up as 011448703212282 but if I call Germany they will see 00448703212282. Unfortunately, that flag is very often not properly set, so you get the "STD access code" in front (i.e. 0, instead of 00). I see this all the time on inbound calls.
