In addition to all the points raised about what the RM
does I would also recommend emphasising the very considerable financial
responsibility. Cross refer this to all the discussions on business
cases.
This is a difficult area as the 'budget' is of course
hidden in the service areas and not under the direct control of the RM but when
evaluating the job we certainly need to push that a good RM can save the
authority as a whole hundreds of thousands per annum (or more).

Records Management Job Evaluation in Local Government
In addition it is worth downloading
(which is free as a PDF) ARMA's Records and information management core
competencies available at http://www.arma.org/bookstore/productdetail.cfm?ProductID=2277. This document does map out competency levels progressing
through difference professional/management levels and can be applied within
local government.
The SoA has previously published salary
surveys from its own ARC advertisements.
