It would certainly seem a good idea - although perhaps the inverse (a flag for "foreign" publications) would be better so that something has to be explicitly flagged as foreign to be left out of a report.

Also, if the item's full text is already in another repository then an alternative to copying the text is to simply refer to it by URL. If it is already OA, then no harm has been done by not copying. However, your repository may like to retain a private copy for other purposes beyond OA.
