Morning james Keeping away from the OS vs the world argument will (I fear) rage longer forever... I suggest you consider, not so much what you want the CMS (assuming content management here) to do, and consider what you need it to achieve. Subtle difference, I have all too often seen RA docs that detail in depth what the customer (read organisation) want the solution to do, often reading like a long list of features pulled from other ITT docs or CMS feature lists. These features may sound cool but do you and your users / audience NEED them. Top level What have you got by way of legacy stuff that you need to interoperate with. What content do you need to migrate and what do you need to create from scratch. What do you need to do to support your audience (customer / visitors ) What do you need to do to support your users (CMS users) in their efforts to effectively meet these needs What do you need in order to meet the business requirements for the CMS What do you need to do in order to achieve the strategic plan for your organisation What do your users (CMS users) need to be able to do in order to meet these needs How are you going to measure whether or not the solution meets these needs. Answer these (and other) questions and you have the basis for your RA. You can be too prescriptive in your RA, list a whole load of requirements that need 'n' days of development for limited gains, ( a forum would be nice but do you have the user base to support it..in other word do you need it? ) A good, response to a well drafted ITT will be creative enough to offer innovative solutions to met your needs and offer you options you have never thought of, and stay in budget. Let the vendor do the work and you focus on the needs of your organisation.
