first a recommendation then a few questions.
It is highly recommended to upgrade to the gLite-3.1 CEs. They contain
several improvements that have brought down the load on the
CERN CEs by some factors. I added a measurement from Andrey.
TI am surprised to see lhsgm003 running so many jobs. The sgm accounts
are privileged accounts for installing the vo's software
in the shared filesystem and publishing the installed software
versions in the information system.
The number of job managers that you see running is definitely too high.

How many different users do you see on a CE?
What do you mean by "queries to a CE" ?
