Market rates JOB PURPOSE To take a lead in the analysis of requirements, design and development of new Enterprise Solutions and Components to enable the Agency to better meet its business goals and objectives. To work proactively with business analysts & users to identify opportunities for to improve its business processes and the quality of service it delivers to its customers. To maintain an awareness of current and new technology and actively seek opportunities, in conjunction with the technical team, where the use of new technology will enhance the Agencys business processes CONTRACT OBJECTIVES To provide a Developer capability. CONSTRAINTS Location The post will be based in Warrington however the person appointed may be required to travel and work at other locations within the organisation Hours Professional working day x 5 REQUIRED SKILLS Developer must be able to show examples of having experience in ESRI ArcIMS 9.1 and ESRI ArcSDE 9.1 (especially Java Connector). Java (including Enterprise Java Beans), Javascript, JSP Must demonstrate an in depth knowledge and experience of: - The full application development lifecycle - Relational database concepts and techniques Component development techniques A degree or equivalent level of education, with at least an additional 3 years of professional experience. Is able to analyse, diagnose, design, plan, execute and evaluate work to time, cost and quality targets, exhibiting thorough familiarity with available methods, procedures, tools, equipment and standards associated with own area of specialisation and making correct choices from alternatives DESIRABLE Oracle 10g, SQL, Scalable Vector Graphics, XML, Bea Weblogic, Ant, Borland JBuilder .
