UNHCR's Policy Development and Evaluation Service (PDES) is undertaking a review of UNHCR policy and practice in relation to public health equity. Minimum standards: What happens to health services in the post- emergency phase? How comprehensive should UNHCR’s services be? 2. Host populations: Should UNHCR provide services to refugees that are of a higher standard than those available to surrounding communities? 3. Camp and urban refugee populations: How should UNHCR standards and approaches be applied in these different contexts? 4. Regional disparities: Should the same standards be applied to all refugees, irrespective of their origin and location? 5. Ability to pay: Should health and other services for refugees ever be means- tested, and if so, how can this be done? 6. Denial of services: In what (if any) circumstances can UNHCR deny life- saving treatment to refugees? 7.
