UNHCR's Policy Development and Evaluation Service (PDES) is undertaking 
a review of UNHCR policy and practice in relation to public health equity.

PDES would like to hear from anyone who has experience in this area and 
who wishes to provide input for the study, which will focus on the 
questions listed below.

1. Minimum standards: What happens to health services in the post- 
emergency phase? How comprehensive should UNHCR’s services be?

2. Host populations: Should UNHCR provide services to refugees that are 
of a higher standard than those available to surrounding communities?

3. Camp and urban refugee populations: How should UNHCR standards and 
approaches be applied in these different contexts?

4. Regional disparities: Should the same standards be applied to all 
refugees, irrespective of their origin and location?

5. Ability to pay: Should health and other services for refugees ever be 
means- tested, and if so, how can this be done?

6. Denial of services: In what (if any) circumstances can UNHCR deny 
life- saving treatment to refugees?

7. Downgrading health services: Is it legitimate for health and other 
services to be run down in situations where refugees are beginning to 
return to their country of origin?
