Job Purpose:

Climate change is the most pressing global challenge of the twenty first century. Whilst people living in poverty have contributed least to the causes of climate change, they will be hit hardest, with more frequent and unpredictable droughts, floods, hunger and disease.

 
Oxfam GB firmly believes that climate change can be tackled if world leaders act decisively now. We want to see a global deal on climate change that works and is fair to developing countries and people living in poverty.
 
The Policy Adviser and Lobbyist will play a central role in a dynamic new team that is developing and implementing the Climate Change Campaign, Oxfam GB's campaigning priority for 2008 - 2013.
 
The Adviser will support Oxfam to develop cutting-edge policy and a sophisticated influencing strategy on climate change. S/he will act as the main interface on climate change between Oxfam GB and decision-makers in the UK Government, and also will be actively involved in influencing international institutions such as the European Commission, and the World Bank. They will support Oxfam to become a leading voice in the global debate on climate change and development, ensuring that our work is grounded in the reality of developing countries and the perspectives of people living in poverty.
 
Reporting Lines: Reports to: Head of Economic Justice (Advocacy). Staff reporting to this post: None, occasional management of interns, consultants and volunteers
 
Budget Responsibility: None. Occasional management of discrete grants and consultancies possible


Key Responsibilities

  • Contribute to an advocacy strategy for OGB on climate change, ensuring that Oxfam provides high quality analysis and effective lobby to relevant and appropriate targets at key influencing moments, working in collaboration with teammates, Oxfam GB's Head of UK Government Relations, and the Oxfam International Brussels office.
  • Actively influence decision-makers on climate change policy in the UK and within Europe, acting as the main interlocutor between Oxfam GB and these institutions on climate change, holding regular lobby meetings, and participating in key events
  • Develop a network of influential thinkers in the policy world, ensuring Oxfam is informed by and influencing leading international debates on climate change and development
  • Support Oxfam to develop new policies on climate change, particularly in the areas of climate adaptation and low carbon development, ensuring that our policy recommendations are grounded in the reality of developing countries and the perspectives of people living in poverty
  • Undertake in-depth analysis and write briefing papers and articles on climate change, incorporating a gender perspective into all analysis
  • Communicate Oxfam's views on climate change to the UK and international media as well as the general public
  • Support Oxfam to develop strong alliances on climate change, within the UK and across Europe, developing joint advocacy initiatives and campaigning
  • Coordinate with OGB departments, particularly campaigns and media, and Oxfam International advocacy offices and other Oxfam affiliates

Skills and Competence

Essential :
  • Educated to at least masters level in social science, preferably with a specialisation in development
  • Good knowledge of climate change and development issues
  • A strong track record influencing governments, actors and institutions relevant to the policy environment of international climate change issues.
  • Strong analytical and writing skills to a standard that will pass scrutiny by high-level decision makers.
  • Excellent communication skills for lobbying and media work, and awareness of political sensitivities.
  • Ability to think strategically and creatively.
  • Ability to prioritise, plan, organise work in a complex institutional setting.
  • Strong inter-personal skills, and ability to work well and flexibly in hard-working, multi-disciplinary teams based at different locations, while also able to take initiative and work under pressure with limited supervision.
  • Demonstrable understanding and experience of gender and diversity issues and proven commitment to and evidence of promoting gender equity.
  • Ability to travel frequently, especially in the EU.
  • Fluency in written and spoken English.
Desired
  • Experience in influencing the UK / EU climate change policy community.
  • Substantial experience working in a developing country.
  • Knowledge of a second language, particularly European, is an advantage.
Other: This post is based in Oxford, but with frequent and regular travel to London and Brussels as well as occasional travel to other international destinations.
