Those with an interest in the development of policy
on contaminated land may be interested in the attached "Progress Report of the
Interdepartmental Committee on the Redevelopment of Contaminated Land" published
in 1979.
This was sent to the Chief Executives of all local
authorities as were the original ICRCL notes on landfill sites (ICRCL
17/78).
The "state of the art" report referred to in
Section 6 was written but never published although the individual chapters were
produced as Building Research Establishment Internal Notes.
Section 7 describes the research programme. For a
variety of reasons not all of the results were published. The original intention
was to publish a consolidated report based on the Liverpool Polytechnic and
Liverpool University work on the design and efficacy of cover systems. Some of
the work was used, however, in the CIRIA guidance on cover systems
(SP106).
The work on gasworks sites referred to in 7.5 led
to the ICRCL trigger concentrations ofr coal carbonisation sites
etc.
The work on cadmium in connection with the Beaumont
Leys in Leicestershire (7.1) led to the risk based ICRCL trigger concentrations
for small and large gardens (5 & 3 mg/kg respectively). These were
interpreted at Beaumont Leys to be the 95% UCL for each zone under
development/investigation.
