In terms of waste
classification, you only turn to the pH test >11.5 for wastes that contain
complex mixtures that you can't clearly define in terms of
their composition. In this case you can't assess for the applicable
risk phrases and must turn to pH, remembering to consider the acid /
alkali reserve. If this does not produce a clear answer you are left with very
few test alternatives.
Additionally, if the material is generating
a pH>11.5 at it's own pH during a WAC test it should not be sent to landfill
without pre-treatment. This is because the waste shows corrosive
properties and corrosive wastes are prohibited from landfill. This is
different to the waste being classified as H8
Corrosive.
In your case it sounds to me that the
latter case may apply, although this would depend upon the complexity of the
waste and the analysis undertaken.
