The point you have made about the engagement and involvement of students
is IMHO key here. We at Oaklands are using those students to teach the
staff in utilizing the technology (whatever it is not just the VLE) with
great effect. Where we have (as we have dubbed them) eMentors there is
evidence that 75% of the classes increased their success and a 6%
overall improvement in success was recorded where they were present. In
addition feedback from staff and students indicates that  93% of those
surveyed thought that the usefulness of eMentors was Good, Very Good or
Excellent. The main usage of eMentors was with Computer Laptops usage =
27% Smartboards = 10% and Oaklearn (the VLE) = 8%

The question being asked is  in some ways, a reasonable one. However the
number of students actively using any system is dependent on the quality
of the material loaded for their use, whether the material is didactic
or exploratory in nature, whether there is an adequate area where
working documents can be loaded and many other variables.

However the key to usage is undoubtedly the clear adoption by an
organisation of a policy of engagement with students via the system and
the adequate training of staff to optimise the pedagogical advantages of
such systems. In addition there are key institutional issues about the
suitability of the assessment procedures used within a MLE environment.

When I tried asking this question a year ago the "best" result was 30%
for 2 colleges. I guess e-learning enthusiasts would aim for 75% + ?
