I can't find references to hand either, but the Tithe maps and 
apportionments were drawn up (1838-1842) in order to change over from the 
tythe apportionments to a parish rate, which was also linked to a revamp in 
the Poor Law system (ie. setting up Union Workhouses, run by federated 
parishes). I think the change-over date for both was 1843. Also, I 
understand that the Parish Vestry which had been the body distributing the 
parish relief and responsible for upkeep of roads in the past, was given new 
powers to raise the Poor Rate etc.  The Parish Vestry then subsequently 
evolved into the Parish Council - but as others have said, not in a form 
that is recognisable to us until 1894 . I am sure others out there will have 
the exact dates and facts at their finger tips.
