I'd be interested to know what the rationales are for providing  
persistent URLs through an external provider. Is it because academics  
like to do the same as publishers because it makes them feel "more  
official". This has definitely been a rationale for some projects I  
have been involved in.

We have been artificially persisting (ie redirecting) significant URLs  
for over a decade in our school. It's not a technically complex job,  
you just need to get the right policy in place!
