Another determining factor in translating yourself, is that you run the risk of misinterpretation in the new language and all the problems that might bring. By providing just the English originals you leave it up to the individual to get their own interpretation of what the English words meant.

Cost can be a factor in determining what constitutes 'disproportionate effort' in the course of producing the material in written form. My point, poorly made, being that if the cost is high in presenting it translated into a foreign language, might it not be justifiable for the data controller to provide the data in the format in which it is kept and let the data subject get it translated themselves?

From a practical viewpoint there may also be a cost argument in that you would need to obtain an expert translation to be certain that there were no mistransaltions and therefore no misunderstandings. I guess that your authority may not necessarily have such an expert on your staff.

would be satisfied by supplying it in English. After all you are holding it
in English, and the DPA gives individuals the right to see information that

I am speaking without checking (never a good idea), but the FOI requirements
are that a request is legitimate in 
any language, however the response can be limited to English. I am not sure
about the DPA, would suggest that the 
same applies. In which case you have discharged your obligations.
