I know that there is a fair amount of discussion over whether these
sort of costs are the responsibility of the placement provider, the
university/LA/NHS (for non-SW students) or all of the above.

I know that when I did my (NHS) placements, they made an effort to
place me either in placements where I would only be doing joint home
visits, or not doing any - or ones where there was decent public
transport.  It definitely came back to what was classed as
'reasonable', although in some ways being unable to do non-level
access home visits made it easier, as that also meant that I am
unlikely to spend my post qualification time doing them either
independently, or at all (except in very exceptional circs).
