Acknowledging your bitterness, and also finding SORN ludicrous myself, you may well agree that the threat of a fine, and the public knowledge that others have been fined, is likely to deter others from failing to SORN notify.

Of course the DVLA uses their computer system to print money.  The Chihuahua has no such luxury, but does need to prosecute some higher profile offenders than a few private investigators and a solicitor in Rochdale.  Get some high values under the belt, and my mixed metaphor becomes a Rottweiler.  At present it's a sweetums ickle wickle doggy woggy.  Aww bless.
