Parliamentarians establish All Party Group on Archives
On Tuesday 1 April a select gathering of MPs and Peers approved the creation of an All Party Group (APG) on Archives. In an energetic meeting the Parliamentarians from all parties expressed their concerns for the importance of archives and how this importance is not mirrored in the position of archives on the political agenda, despite the popularity of family and local history and people's burgeoning desire for a sense of place and identity. Many spoke from personal experience and several speakers proudly made reference to their local authority services.

Now that the APG has been established it will probably meet two or three times a year although NCA will also provide members with interim information as appropriate. The next important date is the 8 July when the APG will host a discussion with key guests such as Professor Lisa Jardine (historian and NCA Patron), Natalie Ceeney (CEO of the National Archives) and a senior representative of MLA. The APG also hopes to place an Early Day Motion to mark International Archives Day.

If you would like to know more about the APG please contact the NCA's Head of Public Affairs, Rene Kinzett, [log in to unmask] 020 8392 5376.

Proof Positive: how archives can make better use of data and research evidence - the 2008 NCA Conference, 17th July, Birmingham
A great deal of data is collected by archive services across the UK, from the annual CIPFA returns for local authorities to the National Visitors Survey. Increasingly, national research data such as Taking Part is also available as well as more general governmental resources from bodies such as the Office for National Statistics. But how can we make the best use of it? It is sometimes said that archivists and statistics are not happy partners but there are equally many examples where individual archives have made positive use of research data to defend and strengthen their services and demonstrate how they contribute to wider agendas. The use of evidence that is recognised by non-archival bodies is particularly important here.

The National Council on Archives has organised this conference with the support of the Museums, Libraries and Archives Council to share examples of good practice and provide practical workshops for the experienced and beginner alike. The Conference is funded by MLA so there are no conference fees but places are limited so do book early. Booking will be available in the near future on the NCA website.

'Partnership and Community' - Community Archives Development Group Conference, 18th June, London
Following on from last year's highly successful 'Shared Community Memories' Conference, the Community Archives Development Group (CADG) are busy planning this year's one-day conference on 'Partnership and Community' on Wednesday, 18th June 2008.

As with last year, the conference is aimed at anyone with an interest in community archives, from professional archivists, librarians and curators to small independent community groups. The conference will again be co-hosted with University College London, School of Library, Archives and Information Studies and is free to attend. Lunch and refreshments will be provided.

Formal booking arrangements and a full programme will be advertised shortly, but if you would like to jump the queue and book a preliminary place, please contact Jane Golding, Tel: 01793 414735, Email: [log in to unmask]

Community archives landscape research
The MLA has commissioned research to help define the broader community heritage world into which community archives fit. Building on the independent research into the impact of community archives, commissioned in 2006 by the Community Archives Development Group, now know as the Community Archives and Heritage Group (CAHG), the work will help CAHG and MLA identify key players, partners, and agencies, and enable them to develop their activities in an informed context and make best impact with their efforts to raise the importance of community archives with others.

Specifically the research will:
* Identify the range and scope of organisations or groups involved in 'community heritage' activity, including their focus of activity. This review will consider the relationship between this wider community heritage activity and community archiving groups.
* Identify the role and function of the main community heritage 'sectors', and map out existing support and advisory organisations.
* Summarise the issues faced by the community heritage and archive sectors and their collective needs that are not currently being met by existing support structures
* Make suggestions about how the future structure, role and activities of CAHG can best engage in influencing these support structures. It will also outline what kind of offer the MLA could make towards supporting community archiving, both in terms of CAHG and wider work with its partners.

The research is now underway and the report is expected to be finished by the end of May 2008. For further information, please contact Katie Norgrove [log in to unmask] or call 07919 140747 http://www.culturalconsulting.net

PLATTER: a Planning Tool for Trusted Electronic Repositories
Digital Preservation Europe announces the release of PLATTER: a Planning Tool for Trusted Electronic Repositories. Digital repositories are entrusted by their stakeholders - depositors, funders and end-users - with the curation of vital and often irreplaceable electronic assets. Repositories typically validate that trust by subjecting themselves to audit and certification. But how should a new or existing repository organise its planning to prepare for certification? How do you plan for trust? DPE's PLATTER toolkit will enable new and existing repositories to plan their activities in all the key areas of repository development in order to meet their self-defined goals.

JPEG 2000 a great step forward for the archival community
The Digital Preservation Coalition has examined JPEG 2000 in a report published today. The report concludes that JPEG 2000 represents a great stride forward for the archival community. The format now allows for greater compression rates and a recompression rate that is visually lossless.

The findings come as the Digital Preservation Coalition launch its latest 'Technology Watch Report' written by Dr. Robert Buckley, a Research Fellow with Xerox, 'JPEG 2000 - a practical digital preservation standard?'. The report looks in-depth at the new format and the challenges it has to cope with. JPEG 2000 is widely used to collect and distribute a variety of images from geospatial, medical imaging, digital cinema, and image repositories to networked images. Interest in JPEG 2000 is now growing in the archival and library sectors, as institutions look for more efficient formats to store the results of major digitisation programmes.

TECHNOLEG GWYBODAETH A DIGIDEIDDIO

'Digital is not different' say 93% of UK researchers - Results of a British Library Intellectual Property survey published
Access to online research material should be the same as for books - say 93% of respondents to a British Library survey on researchers' attitudes and needs in the digital age. An overwhelming majority of the survey participants agreed that, in the age of the internet, anyone involved in non-commercial research should be allowed to copy parts of electronically published works such as online articles, news broadcasts, film or sound recordings. The British Library conducted the research because the balance in copyright is being undermined in the digital era.

Report on alternative file formats for storing master images
The National Library of the Netherlands, the Koninklijke Bibliotheek (KB), has published a report on Alternative File Formats for Storing Master Images of Digitisation Projects (PDF).

The study "took place in the context of reviewing the KB's storage strategy. The magnitude of digitisation projects is increasing to such a degree - the estimate is a production of 40 million images (counting master versions only) in the next four years - that a revision of this strategy is deemed necessary. Currently, master files are stored in uncompressed TIFF file format, a format used world wide. 650 TB of storage space will be necessary to store 40 million files in this format. The objective of the study was to describe alternative file formats in order to reduce the necessary storage space. The desired image quality, long-term sustainability and functionality had to be taken into account during the study."

National Archives Digital Records Public Consultation
The UK National Archives has developed a set of standards to help government departments and others assess commercially available digital preservation software. The standards comprise a description of what a digital preservation system does and a simple check-list to determine whether a commercial offering does what it says on the tin. The standards are intended to inform the work we are doing to develop a shared service to ensure the long-term survival of electronic records which are needed for ongoing business use by government and to support departments and others who wish to buy software from commercial suppliers. We would be grateful to you if you could take the time to read and comment on these standards.

National Cataloguing Grants Programme for Archives
The National Archives is delighted to announce that the Cataloguing Grants Scheme 2008 is now open to applications from archive-holding institutions, following a successful pilot phase in 2006-07.
In 2008 £200,000 (a sum equal to that available in previous rounds) is ring-fenced for those which have not yet had an opportunity to apply: Wales, Yorkshire and the Humber, the West Midlands, South East, and East of England.

The scheme operates a two-stage application process. This involves a preliminary stage in which applicants briefly explain the importance of the collection(s) proposed for cataloguing, and how they prioritised this above other uncatalogued material. Those who progress to the second phase will then be invited to submit a more detailed application, including a full project plan and precise costs. The deadline for first stage applications is 13 June 2008. For detailed guidelines and a phase one application form, see
