I am surprised that no one in this string has mentioned PDFA. PDFA is associated with an ISO standard (19005) and is being widely adapted by a number of European agencies. It also seems to neatly address the storage space challenges associated with TIFF. Further information can be found at   www.pdfa.org , which is the URL for the PDFA competency centre based in Berlin.

 

Some advantages of a PDF/A archive over a TIFF archive are:

This is slightly off-topic, but interesting. TIFF files have the disadvantage of being quite large and this can add significantly to the cost of storage, particularly when large volumes of material are being digitsed.  The National Archives is working with Glasgow University and other experts to see if we can identify other storage formats (eg JPEG 2000 or PNG) which would offer similar image preservation qualities to TIFF but would be smaller and hence cheaper to store.  We hope to produce a draft document for consultation later in the year.

To paraphrase something else, its not the format its what you do with it. Provided you can show that a TIF file has been handled in a way that makes tampering, changing , deleting and other forms of altering unlikely the it should pass the BIP0008 test,its not about the format. DOC files, excel files, RFT files are all easy to alter but will pass BIP0008 if processed properly.

In the end its about choosing the right format for the images then putting the right procedures around them.
