This appendix to the forthcoming Funding Newsletter, Issue 16, contains information relating to opportunities for European Funding.


STRUCTURAL FUNDING

Convergence Programme - Project Selection and Prioritisation
The draft guidance on Structural Funds (Convergence and Regional Competitiveness programmes) eligibility criteria and the project selection and prioritisation criteria are now available on the WEFO website <http://sustainablefundingwales.webspring.org.uk/newsletterlink.aspx?key=190~402&diablo.lang=eng&url=http://www.wefo.wales.gov.uk/default.asp?action=page&ID=2108>. The eligibility criteria provide guidance on who may apply, what activity will be eligible and what expenditure will be eligible. The project selection and prioritisation criteria sets out the criteria by which project proposals will be selected, prioritised and approved i.e. the questions that will need to be answered when applying for funding.

The Next Phase of European Union Structural Funds
The current European Convergence Programme that will run from 2007 to 2013, has been granted in order to undertake specific programmes of action and deliver specific outputs and results. These outputs are reflected in the Priorities and Themes set out in the Operational Programme Documents that have been agreed with the European Commission. The Priorities and Themes are in line with both EU and Assembly Government Policies and Strategies.

In order to ensure that the projects approved are strategically planned and well integrated to achieve the optimum results for Wales, The Welsh European Funding Office have commissioned the development of 20 operational strategy documents called Strategic Frameworks. These documents have been developed with partnerships across Wales to guild the project activities that are taken forward.

There are 5 Spatial Frameworks covering delivery of spatially focused ERDF Themes in the 6 Wales Spatial Plan Areas.
There are 15 Thematic Frameworks covering delivery of the other themes in the Programme, ESF and ERDF. These are focused on issues that are less spatially specific, although all Frameworks take account of Spatial needs and priorities.

The Seventh Framework Programme (FP7) is designed to support a wide range of participants: from universities, through public authorities to small enterprises and researchers in developing countries. This includes Information Science technologies, Social Sciences and Humanities.

TERRITORIAL CO-OPERATION PROGRAMMES

The INTERREG IVB North West Europe Programme provides support to transnational cooperation projects that seek to improve territorial development and cohesion in the North West Europe area [this includes the whole of Wales, see http://www.nweurope.org/page/popMapNWE.php].

Among the five priorities is: stronger ecological infrastructure and protection of cultural heritage.

Ireland Wales Programme 2007-2013
This is the successor to the Ireland Wales INTERREG IIIA Programme, which ran from 2000-2006.
The programme objective is as follows:
Through an integrated approach to economic, environmental, social and technological issues the Ireland Wales Territorial Cooperation Programme seeks to further develop the cross border region and:

Programme Priorities:

  1. Knowledge, Innovation and Skills for growth
  2. Climate Change and Sustainable Regeneration
  3. Technical Assistance

The regions included in the Programme are Dublin, Mid East and South East in Ireland, and, in Wales, Gwynedd, Isle of Anglesey (Ynys Mon), Conwy, Denbighshire and South West Wales.

Round 2 - We expect Round 2 to open in May / June 2008. If you intend to submit an application under Round 2 or in future rounds, please get in touch with your local Development Officer at an early stage, to begin the partner search and project development process.  The recruitment of Development Officers is on-going in Wales. Atlantic Area Trans-National Programme
The main goal of this programme is to contribute to the territorial cohesion of this area through the cooperation reinforcement between the European Union Member States of the Atlantic seaboard, able to create concrete progresses in terms of solidary development of the economic knowledge, heritage valorisation and maritime resources, emergence of new economic activity clusters, promotion of accessibility and logistic conditions, sustainable development and polycentrism.

Eligible areas include: West Wales and The Valleys, East Wales
