Invitation to tender: Research and development in relation to provision
of information and guidance services through public libraries in North
East England.

MLA North East 
Beginning March 2008, to be completed August 2008 

The government proposes the establishment of an Adult Careers service
with a key role for libraries. The role of libraries in the successful
provision of basic skills and IAG provision for hard to reach groups is
well documented but largely unknown outside the library sector. Evidence
suggests that libraries are trusted environments where hard to reach
target groups access resources and re-engage with learning in a
non-judgemental, informal learning environment. Evidence also shows good
progression rates for library learners with an indication that these
would increase significantly with formal connections with traditional
IAG provision and training routes helping to meet the targets
established by the North East Regional Skills Partnership. 

MLA North East are looking to appoint a consultant(s) to carry out
preliminary research to establish the role of libraries in the North
East within the emergent national Adult Careers Service and the Regional
Employability Framework. 

The project is part funded by ONE NorthEast, the Regional Development
Agency for the North East.
