Children 
'Staying Safe' Government Action Plan 
DCSF's response to the July 2007 'Staying Safe' consultation is in the
form of an Action Plan. It covers plans over the next 3 years to improve
children and young people's safety and covers 3 areas, one of which
concerns targeted safeguarding to reduce risk of harm for vulnerable
groups. Section 4 includes specific discussion of protection for
children coming in and out of the UK (p51) and promises guidance for
children's services on cross-border issues (Section 4.21).

Report on Children Missing from Care 
The National Centre for Excellence in Residential Childcare (NCERCC)
based at the National Children's Bureau has published a new practice
document 'Children Missing from Care'. While the report does not mention
migrant children specifically, it highlights how Lancashire has
developed protocols that have led to cost savings, improvement in
safeguarding, and decreases in both the numbers of children from care
going missing and offending.

Asylum 
Children's Society report on destitution 
Based on research in the West Midlands during 2007, the report 'living
on the edge of despair: destitution amongst asylum seeking and refugee
children' focuses upon children and their families. It makes
recommendations to the government, accommodation providers, Local
Safeguarding Children Boards and the voluntary and community sector.

Report on Iraqi Refugees 
A new report 'The Iraqi Refugee Crisis: The Need for Action' by the
US-based Migration Policy Institute examines the situation in Iraq,
Syria, Jordan, and Lebanon, as well as the response of the US. It also
highlights the responses to Iraqi asylum seekers by different EU states
(p23).

Migration 
Strategy Unit Report 
Realising Britain's Potential: Future Strategic Challenges for Britain
has been published by the Prime Minister's Strategy Unit. The report
makes frequent reference to migration, mentions the related challenges
for public services (p80) and discusses cohesion and diversity (p104).

New and revised immigration application forms 
New and revised immigration application forms are to be specified for
applications after 29 February. The forms that will be changing include
those for : 

*	husband, wife, civil partner, or unmarried or same-sex partner
of a permanent resident 
*	Fresh Talent: Working in Scotland Scheme 
*	work permit holders 
*	victim of domestic violence.

EU 'Border Management Package' launched 
The European Commission announced a new 'border management package' this
week, which is intended to improve external border controls and also
protect trafficking victims. 3 key elements include a 'communication on
entry/exit' system, evaluation of Frontex, and a proposed surveillance
system which will initially focus upon the southern and eastern borders
of the EU.

CEHR speech discusses migration 
Trevor Phillips' speech 'People On the Move: More Different, More
Unequal' to the Royal Commonwealth Society on 15 January discussed

IOM information campaigns launched in Senegal and Ukraine 

*	In Senegal, IOM launched a nationwide information campaign to
raise awareness on the dangers of irregular migration. It is
particularly targeting young people (seen as the most 'at risk'), women
and children. The campaign was launched in coordination with the Spanish
Cooperation Agency in Senegal and the Senegalese Ministry of Youth and
Employment. Funding has been provided by the Government of Spain.

*	The IOM Counter-Trafficking Hotline in Ukraine provides
information on the realities and dangers facing migrants abroad,
including trafficking, consequences of irregular stay in another country
and information on legal migration. Earlier this year,
counter-trafficking billboards were placed in gas stations, and this
week IOM and Galnaftogas (an oil company) are signing a Memorandum of
Intent to work together to combat human trafficking.

UN Trafficking Forum 
The Vienna Forum to Fight Human Trafficking took place 13-15 February as
part of the The United Nations Global Initiative to Fight Human
Trafficking (UN.GIFT), which was launched in March 2007. Latest updates
and background papers from the Vienna Forum are available at

'Women Not for Sale' report 
Harriet Harman, Minister for Women and Equality commissioned the report
'"Women Not for Sale": A report on advertising women in small ads in
local newspapers' published by the Government Equalities Office. It
considers the advertising of women and services supplied by women, by
analysing a snapshot sample of 'Personal Services' advertisements in
regional publications. It highlights findings for each of the 9
Government Office regions.

Integration & Cohesion 
DCSF Consultation on how Further Education Providers can promote
cohesion, shared values and prevent extremism 
The DCSF is seeking views of providers of Further Education and Skills,
Sector Representative Bodies, and Local Authorities on the role of FE
providers in promoting community cohesion. 'The Role of Further
Education Providers in Promoting Community Cohesion, Fostering Shared
Values and Preventing Violent Extremism' was launched on 11 February and
closes on 6 May. 4 related DIUS workshops are taking place in Bristol (3
March), Birmingham (5 March),  Manchester (7 March) and London (11

Consultation results will be published on both the DIUS and DCSF
websites by September 2008.

City of Sanctuary 
City of Sanctuary is 'a movement to build a culture of hospitality for
refugees and asylum-seekers'. Sheffield became the first official 'City
of Sanctuary' for asylum seekers and refugees in September 2007; there
are now working groups in Leicester and Leeds. The City of Sanctuary
co-ordinator attended at Refugee Week Conference this week, and on 4
June 2008 will host the first national City of Sanctuary conference in

European Year of Intercultural Dialogue 
2008 is the European Year of Intercultural Dialogue. One initiative has
been funding of one project in each member state; the UK's project
'Intercultural City' is taking place in Liverpool. Details of the
