You are correct, James.  We are building recognition for the NQ ESOL qualifications in Scotland.  This is made much easier as they are now linked to the SCQF where, for example, both Higher ESOL and Higher English  sit at SCQF level 6.  So, while Higher English is often asked for university entrance, Higher ESOL is now accepted by most universities.  We would argue that this is an inclusive approach, providing progression pathways for those who would be unable to access a qualification such as Higher English.  Another interesting and important development is the growth in uptake of ESOL qualifications in schools, creating a very interesting interface between EAL in schools and ESOL in the adult learning sectors.  Other issues such as funding are,also, easier to deal with.  It's very useful to look at how England has developed its framework over the last few years - especially now that Scotland's National ESOL Panel has just set up 2 working parties to look at  a (curriculum) framework and professional development.
