We did this a long time ago - negotiations with Unions etc. We put a note in everyone's Pay Envelope stating that we would be completing a data matching exercise on CT and Housing Benefit. I think in one of the larger Councils they found some people who had been claimng benefits as well as working but they were given the opportunity to pay it back. Anyone owing CT - an amount would be agreed and would be taken out of their salary.
