Yes, both the diplomatic world and the Dali Lama (and those around him) distinguish between the Dali Lama's religious responsibilities and those he held as head of a government in exile. He has retired from his governmental role, but retains his religious one until he crosses. So people like Yorke could have represented the Dalai Lama as a religious leader, author, speaker, and the like. But have had no *official* role or responsibilities vis a vis the government in exile (headed by the Dalai Lama). (I asked because I'm curious. Governments in exile that have British emissaries often take us into the world of intelligence, intrigue, and people who lead parallel lives...) I haven't followed Tibetan affairs, but the succession of the next Dalai Lama is a major issue of Sino-Tibetan relations. The Chinese government asserts its right to approve the next candidate.
