I think that your response to the GP is entirely reasonable.  Sicknotes are, after all, only for the purposes of statutory sick pay.  It is my understanding that in a dispute of this kind, OH has the last word as we are considered to be the workplace experts.
 
With the greatest respect to our colleagues in general practice, I think the sicknote is often a way to get patients out of the consulting room more quickly and with less arguments.
