If this report is being used to justify the astonishing cuts to quality arts provision in rural East Anglia (and, I gather, other rural arts organisations), then I cannot agree that it is of much value.
 
The report talks about removing barriers to engagement with the arts. The biggest barrier for many people is geographical. Excellence means nothing if it is only available in large urban centres.
