These are documents sent directly to the authority concerned and, as far as I can tell, are only published if the recipient wants to make them available to the public. It may be worth having a look on City of Westminster Planning Dept pages at http://www3.westminster.gov.uk/planningpublications/ and using the contact given there to see if they can provide a copy of the Pimlico opinion.
