Webber [1] <http://en.wikipedia.org/wiki/Wicked_problem#endnote_1> in a seminal treatise for social planning<http://en.wikipedia.org/wiki/Planning>. Rittel expounded on the nature of ill-defined design and planning problems which he termed "wicked" (that is, messy, circular, aggressive) to contrast against the relatively "tame" problems of mathematics<http://en.wikipedia.org/wiki/Mathematics>, chess <http://en.wikipedia.org/wiki/Chess>, or puzzle<http://en.wikipedia.org/wiki/Puzzle>solving.
