Had Mike’s remarks
come from anyone who had no previous record of contributing to wider
professional life, it would be tempting to dismiss them as belonging to the “What
have the Romans ever done for us” category. However, those with memories
will know that Mike actually was one of those HLG activists who put in far more
than they took out, particularly around promotions and campaigning.
If we recall where
this thread started, I think that in reimbursement of professional membership
fees we have a defined, focused campaign objective of a type which has in the
past brought together and galvanized the energies of the likes of Mike Roddham.

Hi Mike,
Your comment about being able to resume
chartered status without providing further evidence could just as easily apply
to someone who had maintained CILIP membership throughout their
career.
One thing that did change during the
five years that you were away was the introduction of revalidation. At
present this is not mandatory but it does provide a means for people to prove
the ongoing updating of their chartered status. It is also a route to
Fellowship if that sort of thing floats your boat.

There was a view that revalidation should
be mandatory but this was not accepted by the majority of members.
I am sorry to hear about your experience
around potential redundancy. Speaking with my HLG hat on we are not
always entirely happy with the service received from the Membership Support
Unit at CILIP. I raised it at Council on Wednesday and as a committee we
have been in regular communication with them over a range of
issues.
HLG representatives are pressing for CILIP
to include sectors beyond Public Libraries in the deprofessionalisation work
but it would be untrue to say that they are not the focus at
present. It bears saying as usual that CILIP is not a trade
union.
It is a shame you feel that money spent on
CILIP membership is wasted. I know I get a lot out of my membership and
participation in CILIP and HLG CILIP activities (oh and UKEIG who I have as a
second group) (oh and London Branch who organise an interesting range of
evening meetings with sausage and chips thrown in).

I dropped out of CILIP for 5+ years and
haven't noticed at all. I rejoined last year (membership was a
requirement for a job I applied for) and consider it a waste of money. My
trust tried to make me redundant last year and hand the work to the medical
education manager. Despite their protestations about fighting de-professionalisation, the
only help CILIP offered was a couple of leaflets. I was able to regain
chartered status after a 5 year gap just by paying them the membership
fee. No checks, no portfolio.
I'm also in UKCHIP, which at least checks
that I've done some professional development over the last year.

Alas, it is not
necessary to be a member of Cilip in order to do one's job.
I 'missed'
membership for an entire year: it didn't affect my functioning as a manager,
nor did anyone notice. Or care! I rejoined only from a sense that I
ought to....

I have had a
definitive response from Catherine Richmond (and no doubt others to follow) who
has helpfully cited Pay Circular (AforC) 4/2007 which states:
Support for clinical staff requiring professional registration
4 It has been agreed that
an allowance of £38 will be made to support the payment of clinical
registration fees for those clinical staff in England where registration with one
of the regulatory bodies is mandatory in order to practice. Payment will be
made to appropriate staff in bands 5-8(A) inclusive. Payment will be made from
1 November 2007 and each year until November 2010 by when it will have been
reviewed.
5 This allowance will
cover relevant staff in band 5 – 8A requiring registration by the Nursing
and Midwifery Council (NMC), Health Professions Council (HPC), General Dental
Council (GDC), Royal Pharmaceutical Society (RPS) and the General Social Care
Council (GSCC) or other body designated by the NHS Staff Council.
So, action point for
UNISON for the next round: get this provision widened both by discipline and
geography.

I understood from the
bullet point headlines of the last annual NHS staff salary settlement that full
reimbursement of professional association membership fees was included as part
of the package.
It was not clear to me
whether this headline was an abbreviation in which the word
“clinical” got dropped from the original, or whether the intention
and letter was that this applied to all groups of staff, not just
clinicians.
Has anyone examples
positive or negative of how this is being interpreted and applied on the ground
with respect to CILIP membership?
