The Posture and Mobility Service at the West Midlands Rehab Centre made some for provision to their wheelchair services.
As well as static stability, you can simulate the effects of moving, adding or removing masses at specified locations.
The system uses 4 weight platforms and calculates the centre of mass from two measurements, one on the flat, one with the front wheels lifted up a little. Runs from a PC using some custom hardware. Simon Fielden presented it at one of the conferences, RAATE or PMG, I forget which now.
Whether they are currently available is another matter.
Contact the Posture and Mobility Service for more information.

Subject: Wheelchair stability testing platforms
Dear All,
I'm struggling to find information on currently available wheelchair
stability / tilt test ramps or platforms and would be grateful for any
information on the method and equipment you are using to assess stability.
Thank you
David
