I would agree that a system that did not entitle parents to see their 
children's educational records up to the age of 16 at least would be 
unworkable.  Not all personal data about the child held by a school is an 
educational record.  Some offer confidential mentoring, which should not be 
shown to the parents without the child's consent where the child is 12 or 
over (subject to the usual disclaimers for mental capacity to agree 
disclosure).  I have seen files of this type in the course of my work which 
contain very sensitive data which the child does not wish their parents to 
see.
