Any commercial or voluntary organisation that delivers services either on 
behalf of a public body or in conjunction with a public body is likely to 
get roped into their data sharing practices.  For example, those that 
deliver services involving children are increasingly expected to join the 
scheme for flagging any concerns (whose name I can never remember).  And 
what about the provision of passenger data by airlines to the US - and 
presumably other - governments?  Or housing associations which take people 
off the local authority waiting list?  Insurance and financial companies 
which share data with each other for fraud prevention?

It goes on all the time.
