The concept of the tent is interesting, as it is a moveable structure - many universities suffer from the town/gown syndrome. If the tent can be moved to other sites without breaking anti-terrorist laws, or bylaws, then the poet in his or her tent can set up a workshop, and if it is a small tent, then even better you have a captive audience! The goal of reach-out projects, now that sounds like religious claptrap, should be to inform and let go. Maybe we could establish a group of NOMADic poets who cross borders and boundaries, taking poetry en route - but most of us really want to play it safe and sit at home with laptop and cup of hot cocoa next to the fire, and write poetry fit for the mantelpiece. That is the rub. And those outside of academia know this. That is why they like the rougher and riskier forms of merchandise.
