The reason being that it is a Government initiative - joined-up services etc. and the reason why so many public organisations need guidance on this is that there is as yet no legal basis for using Council Tax data although some may say there is. Also, Councils, Police and NHS will be sharing data and you can imagine there is some very sensitive data so we must get it right. Certainly it will be a valuable tool for those creating data sharing agreements for business-business data transfers. I suppose that the lean towards public bodes may be a function of the fact that public bodies are possibly the most vocal in requesting ICO guidance on this matter. I know my clients in the public sector have been so; as whilst the "loosing" or mismanagement of sensitive medical records (for example) is seen as far worse by the public at large than XYZ Corp doing the same with a mobile phone account (rightly or wrongly).
