Agree quality of voice on PDF not so good especially if you have to listen to documents read all the time. PDF documents are difficult to manupulate to appropriate print and waste time when you have to cut and paste a huge document and reformat it to appropiiate formats and readable colour schemes. I think to meet access needs for disabled people, there should always be an altanative 'word' or txt document which can be accessed more easily through large print or speech programmes like Supernova and Jaws. The other problem with PDF's is that those converting documents do not follow guidelines which would enable them to be more accessible. Open a PDF and scroll down the View menu on the toolbar to select "Read out Loud". (Don't forget to turn the volume up on the PC!) Another important point to note is that if we all formatted Word documents correctly using Headings, not only will it produce navigable bookmarks in both Word and Adobe Acrobat but they simplify conversion to Braille.
