With a bill like that it does look like a Haliaetus or a vulture. 
Definitely not an Egyptian Vulture which has a proportionally much 
thinner bill. My first thought was "definitely not an Aquila", but 
now I've looked at some close-ups of Aquila adalberti, the Iberian 
Imperial Eagle and it has an exceptionally powerful bill for an 
Aquila so I think that is a possibility too.
