I dug out the manual.  I actually poses 2 of these units, though have not done anything with them for years.  Remove the front panel and you will find a fuse panel on the left.  Check these fuses:- 
 
F11 &12 both 1 amp and supply the relays via that key switch with 24v AC. 
F17 & 18 1.4 amp supply to the water flow circuit with 12 full wave rectified ac. 
 
There are a number of other possibilities, but start with these as this is where you have been jumpering out things.

       We bypassed both the key switch and water flow valve to see if either were the problem to no avail.

Eric,

 

what do you mean by "have bypassed the switch in the back of the unit".  Are you talking about the water flow switch, which would not be a good idea even for a very short time, or the key switch?  Did you accidentally turn off the key switch which is on the outside of back of the unit, if I am remember correctly.

Does anyone know someone in the Toronto- Hamilton area who can service a Philipd PW 1730 xray generator. We turned of the power for routine maintenance of the water filter and it didn’t come back on when we turned it back on. We have verified the bulbs are all working, have bypassed the switch in the back of the unit. If the tube were to have coincidently burned out would the high voltage still come on? Is the xray tube part of the safety precautions.
