Partnership and Progression
June 2007 saw the launch of Progression
through Partnership: A joint Strategy between the DWP, DoH and DIUS on the role
of Further Education and Training in Supporting People with Learning
Difficulties and/or Disabilities to Achieve Fulfilling Lives.
This strategy marks a commitment by the
three departments to work together on a five year joint “Programme of Change”
which will concentrate on:

what further
education and training is provided
·
the quality of
provision
·
and how it is
funded.
Interpretations of the concept of 'personalisation' vary
significantly, from the drive towards better quality
services for 'customers' and potential 'customers', to the
person-centered and inclusive practices which are key influences on education
and training provision for disabled learners. Personalisation includes a strong focus
on the learners’ voice and the wider social value of learning.
Clear progression pathways in the further education system are essential
for learners working at all levels.
The development of the National Qualifications and Credit Framework and
the Foundation Learning Tier should help to develop an inclusive and coherent
framework for provision and validate learners’ achievements.
This conference on Personalisation,
Partnership and Progression provides the opportunity for those working in the FE system to discuss
policy and key concepts that are influencing education and training provision
and work with disabled learners.
