Isn't this all covered under the "serious harm" provisions of the act which I think applies to anybody, not just the data subject.

If the the dentist believes serious harm may happen to anyone because of the disclosure to the data subject, refuse to disclose and record your reasons why. This should be done on a case by case basis.
