That reference  by Paul Bivand provides a lot of interesting information.   

As I recall it at the same stage of the 2001 census the ONS was proclaiming the importance of public consultation.   And it appeared that everything was up for consultation except the idea of a One-Number Census.   The One-Number idea failed dismally.  Now it appears that the consultation has been replaced by the idea of paying suppliers to organise the census.   With no mention of public consultation.

That my be a very 'rational' solution, but I share Janet Shapiro's unease at Lockheed Martin becoming a major supplier.   The 'war on terror' has seems to have impelled a number of US organizations to suspend any commitment to what were widely accepted moral principles.   A firm like Lockheed Martin would ignore clauses of confidentialy in a Census contract with the UK Government if it could  find any justification in terms of the defence of the US.

The contractual relationship between a supplier and the Government will also make it more difficult to get information on the activities of suppliers.    They will plead that they cannot give information because it would give advantages to their competitors.

Looks like there are only two contractors in place to bid for the data capture and associated systems work - one of which is Lockheed Martin.
