Most definitely students should be able to see and change their reports prior to submission, this is the strength of the learning. What would be the point of seeing plagiarism and not being able to do anything about it? When a student can see their work on-screen it re-enforces the need to practice and improve. It's also a really good opportunity to review plagiarism rules in practical context (either as a class or for individual students).
