In our SE:
[root@se /]# ls -l|grep tmp
drwxrwxrwt   12 root     root         4096 Aug 22 17:21 tmp
mkdir /tmp/ttt  OK
[root@se /]# mktemp /tmp/dpm_gid.sql.XXX
Cannot create temp file /tmp/dpm_gid.sql.XXX

But such error is presented on working DPM

  You get ambigous redirect when the variable is not defined.
  Check whether the

config_DPM_group:OUTPUT_FILE=`mktemp /tmp/dpm_gid.sql.XXX`

  command is working on your machine correctly.
