I had this problem as well (got told it was because the NHS want to ensure
that you are 'fit to practice', which is determined by the course, so until
you've been accepted then if you are assessed they may not pay for it).

It meant I got my equipment in the February, which was not helpful.

I don't know whether that is 'right' though.
