I'm not aware of POCT systems for LFTs (although I haven't looked). There are several options for the other proposed analyses. Would the analysis be done by seconded lab staff or clinical staff on site? If the latter, I would worry about is their awareness of what is required to manage POCT kit - training, QC, EQA, maintenance, stock control, record keeping etc. A particular individual or individuals would have to accept the responsibility for managing all that; my experience is that when they realise the necessary time commitment and the importance of the responsibility, POCT is no longer very popular!
