I agree entirely with Bill about Starkey, but add two of which I am  
personally very fond, and have not really found wanting: Elizabeth  
Jenkins' Elizabeth the Great (complemented by her excellent Elizabeth  
and Leicester), and Paul Johnson's Elizabeth I: a Study in Power and  
Intellect.
