I would agree with the other responders. This seems unnecessary and inappropriate.
 
The only benefit of a photo would be if identity was being checked on arrival - since it's useless when the owner is at his / her desk. But such a photo is best placed on the portable security pass which they probably already have - another one on the car is superfluous.
 
As long as there is a number / barcode referenced to a database the security staff can do a quick check to verify make / model etc. and if necessary check
if owner actually in work if it is suspected car may have been "borrowed" by a miscreant

I don't like the idea of a photo for 2 reasons: it identifies the owner of the car as male/female, thereby posing a potential personal risk and it opens up a means of getting back at that particularly unhelpful member of Calmac staff...

Looking at this pragmatically, a "plate" similar to a taxicab's plate that states:

Car
Colour
Registration Mark
Date of issue
Date of expiry
Some sort of secure mark - a barcode perhaps so the security officers can simply scan the cars to see if they are legit?

is all that is required here.  It has sufficient detail to allow security guards to cross reference it with a list of legitimate parkers.

The ID card of the person sounds good until one realises that this gives extra mileage for ID Theft, and for burgling their homes.

I'm thinking that these facts alone are sufficient to cause a rethink.
